Avitecture’s subcontractor NBS, as a subcontractor to Computer Science Corporation, supported Carderock’s Ship System Engineering Station (SSES) Machinery Control Division, damage control automation team. Our Engineer Raymond Lewis supported the Automated Common Diagrams (ACD) program for the DDG 51 Class destroyers and the Damage Control Quarters (DCQ) (installed on cruisers, carriers and amphibious ships).

NBS developed a full range of documentation for NSWC Carderock, including development of associated documentation including plans; schedules; reports; histories; specifications; requirements traceability; detailed technical documentation tracking; reviews of data deliverables; and technical libraries.

 

ZONE 2 - NATIONAL CAPITOL ZONE

Project 3: Military Sealift Command Admirals Conference Room - Washington, DC Navy Yard

This project consisted of multiple displays and mixed security enclaves. Avitecture designed and implemented a system with six displays in the room, a control room, multiple security level videoconferencing ability, and 18 overflow areas located outside the main briefing theater. Avitecture created and maintained all of the design documentation and delivered an as-built set of drawings. The system required a custom written graphic user interface that was created by Avitecture System Programmers. Final commissioning of the system was performed by Avitecture for the Navy Military Sealift Command and they have conducted classified and unclassified briefings and video conferences daily upon acceptance by the Navy. We are in the process of designing additional functionality for the briefing theater and some of the other areas connected to the video distribution system.

Project 2: Norfolk Naval Station, Norfolk, Virginia

Avitecture, Inc. has provided system integration services for three videoconferencing (VTC) systems. One system was installed in Building N-26 at Norfolk Naval Station, the second was installed at NSA NW in Chesapeake, Virginia, and the third is a backup system. These systems are a turnkey solution from Avitecture, Inc. Avitecture, Inc. provided the necessary equipment, installation, and training to allow the users of these rooms to easily operate the equipment and effectively communicate using new technology both locally and between other locations using video teleconferencing systems.


The audiovisual system consists of a wall mounted SMART Board 680i, with built-in projector, that was installed at the front of the room. A dedicated PC and connection for a guest laptop was integrated into the system, as well as the integration of a DVD/VHS and DVR. Avitecture, Inc. also provided and installed a SMART Sympodium and a Polycom HD 9002 VTC system with cameras. One camera is mounted at the front of the room and the other is mounted on the right side wall of the room. The Polycom VTC system is connected through government furnished ISDN lines located in the equipment closet at the equipment rack. Two wall-mounted speakers provide the audio for the system. The speakers are located on either side of the smart board. Avitecture, Inc. provided and installed eight wireless boundary microphones for the room. The microphones reside in a charging base when they are not in use. When needed, the microphones can be removed from the charging base and placed throughout the room. The microphones are used for audio with the videoconferencing system. A Polycom Sound structure eight-channel microphone mixer was integrated to ensure sound quality. A Crown amplifier is used to send sound through the wall-mounted speakers. Avitecture, Inc. provided and installed a Crestron WiFi wireless control system to control the components of the system. The system includes an 8″ wireless touch panel and a control processor.


ZONE 4 - GULF COAST ZONE

Project 2: VTC 1 – Secure Video Teleconferencing Suite - Naval Air Station – Jacksonville, Florida
This videoconferencing suite needed a complete technical upgrade. All integrated equipment is the latest generation and built on the newest hardware-software platform to provide the longest support lifecycle. The front wall millwork in the room was modified to support the new equipment layout. The conference room furniture, layout, lighting, and wall panels were not changed in the upgrade. The system is covered by a comprehensive one-year service and support plan. The coverage is renewable annually.

NBS, as a subcontractor to CSC, provides program and engineering support for overall management of a multi-year, multi-billion dollar CI program; supplying the resources for technical support, working under the responsible charge of Government Architects and Engineers, on CI projects at all NAVFAC SW installations. This includes design and project management, including assistance with development of project scopes, schedules, budgets, status reports, briefs, etc., in support of project programming, planning, design, and construction efforts. NBS supports CI policies, positions, procedures, and interests in meetings with stakeholders, including team members, base representatives, contractors, and regulators. We provide information and database management support. NBS establishes construction contract administration processes for field office personnel used to accomplish the Navy's construction program, ensuring construction administration processes used by field offices comply with established NAVFAC HQ processes. Related efforts include acquisition planning, communication, and data management.

 

Project 3: CNIC Training Center - Naval Base Coronado, San Diego, California
This project consisted of designing and implementing a training-briefing room with multiple displays and video teleconferencing. Avitecture, Inc. created the design package and the as-built documentation package. Avitecture, Inc. also procured, installed, configured, and programmed the system with a custom graphical user interface created by Avitecture System Programmers. The commissioning was completed and CNIC has enjoyed full use of their system since it was turned over.

 

ZONE 7 - NORTHWEST ZONE

Quality Assurance Program

Capability to manage the effort: Team Avitecture will use an integrated TO management approach that drives task planning, staffing, organizing, directing, conducting, producing, monitoring, and reporting for each TO and contract-wide programs to ensure effectiveness and on-time and on-budget completion. The TO Project Managers will manage the TOs and using our TPM will ensure that they are executed on time and within budget. The TO Project Managers will regularly report the status of their projects to the Program Manager, who will be accountable and responsible for our performance on the entire Seaport-e program.

Our proven staffing method would be used to staff each TO. With a large pool of our collective internal resources (employees) and past experience in supporting various NAVSEA Warfare Centers, we have the ability to staff each TO quickly. Our subcontractors will be treated as an integral part of the team and will be involved in the staffing process. Once staffed, each TO team member would be required to fill their detailed online time sheets and provide regular progress and status reports to the TO Project Manager.

We aim to build a good working relationship with the NAVSEA personnel. Communication, both formal and informal, with the designated Government Project Managers and Contracting Officers will be continually established. Regular status reports and status meetings will be conducted with the aim of identifying and resolving all issues in a timely manner. Our QC Manager and Contract Specialist will support the program without any cost to the Government. The QC Manager will use our TPM system to monitor and continually conduct internal Quality Audits on various TO teams. A detailed QC Plan will be drawn before the start of the project and will be continually adhered to. We will integrate the proposed quality assurance (QA) function with day-to-day quality control (QC).

We will develop a Risk Management Plan upfront, and identify the top ten project risks based on our collective experience. The TO Project Managers will continually monitor and alleviate these risks. The Program Manager will meet four times a year with the ordering agency stakeholders to review our performance against contract requirements and performance metrics, identify areas for improvement, assess overall contract performance, and address any contract issues or risks. The Program Manager will have the authority to commit company resources, as needed, to support the execution of the contract. Finally, subcontractors are considered an integral part of our team, report to the TO Project Manager and are held to the same standards of performance as Avitecture employees. They are also required to regularly fill out time sheets and their performance is monitored in exactly the same manner as our employees. Any issues with the subcontractor performance are resolved with the subcontractor employee, and if need be with the subcontractor PM.

Ability to manage change to preserve stability and maintain technical expertise in the workforce: We will develop a change management plan as a part of the Program Management Plan, which will include detailed impact analysis along with the resources required to transition in a smooth manner. Additional resources and experts will be added as required. A detailed log will be maintained which will record who authorized the change and when; who managed the change and when; what issues arose, and how were they resolved.

Ability to monitor and maximize quality: Team Avitecture’s PMO will house a full-time QC Manager at no cost to the Government. The QC Manager along with other technical specialists, included on a TO requirement basis, will constitute a Quality Control Team (QCT). The QCT will continually monitor the performance against the Acceptance Criteria, conduct internal audits continuously, identify the root causes of variances from the Acceptance Criteria and work with the concerned TO team members to eradicate them. As most of the TOs on the Seaport-e contracts will be Performance Based, we will use our proven EVM system, detailed above, that in turn uses our TPM, detailed earlier in this section, to monitor and maximize quality.


Approach to guarantee responsiveness to and cooperation with customers: We consider Seaport-e Contract as a very important tool for corporate growth. Our senior corporate management is committed to the success of our Seaport-e Contract. This is proven by our Program Manager’s reporting directly to the company President. The idea is to ensure maximum client-satisfaction and prompt resolution of issues as they are identified. Our approach to guaranteed responsiveness and cooperation with the customers involves pro-active and continual communication with the customer and the establishment of a sincere and prompt feedback mechanism. Our Program Manager will regularly attend status meetings with the customers and will be responsible for pushing the right buttons to ensure timely responsiveness and cooperation by all team members with the customer. Open and proactive communication and a solid feedback mechanism will enable us to identify the issues and resolve them promptly.


Approach to problem resolution: Through our established communication processes and procedures, particularly the TO management and review process, and open communications with the customer, we will identify and resolve issues quickly at the lowest organizational level possible. Once a problem is identified, we will work with the Government to identify the root cause of the problem and will discuss ways to eradicate the problem. Should the problem remain unresolved at the lowest level, it will be escalated to the Program Manager and eventually to the company President. Our Senior Management’s hands-on approach will prove to be very beneficial in quick resolution of even contentious issues.


Flow down of incentives to your team partners: We consider our team partners as absolutely essential for our success and therefore will aim to promptly pass on the incentives to them to ensure the success of this program. Avitecture, Inc. has had an excellent long standing working relationship with each of our subcontractors. Our teams have worked together on several Federal Government contracts. Further, we have already executed the teaming agreements with our partners clearly identifying the role of each partner. Avitecture, Inc. will promptly pay our partners’ invoices within 30 days of receipt, as mutually agreed upon in our agreement.
